Kansas, Korea Sign Memorandum of Understanding for Reciprocal Driver’s Licenses Governor Laura Kelly today announced that the State of Kansas and the Republic of Korea signed a Memorandum of Understanding (MOU) that establishes reciprocal driver’s license recognition between the two jurisdictions.
