This federal grant program, funded by the Infrastructure Investment and Jobs Act goal is to provide universal internet by funding partnerships between states or territories, communities, and stakeholders to build infrastructure where needed to and increase adoption of high-speed internet. BEAD prioritizes unserved locations that have no internet access or that only have access under 25\/3 Mbps and underserved locations only have access under 100\/20 Mbps.<\/p>\n\n\n\n<p>The National Telecommunication Information and Administration allocated $451.7 million dollars in Kansas to address the digital divide. The Broadband Equity Access and Deployment 5\u2013Year Action Plan along with Volume 1 and Volume 2 have identified served, unserved, and underserved locations across the state. The 5-Year Action Plan addresses the &#8220;what&#8221; KOBD will be doing, and Volume 1 and Volume 2 address the &#8220;how&#8221; it will happen and how KOBD will address the digital divide. <br><\/p>\n\n\n\n<p><em>On June 6, the Trump Administration released an updated NTIA\u00a0<a href=\"https:\/\/gcc02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.ntia.gov%2Fsites%2Fdefault%2Ffiles%2F2025-06%2Fbead-restructuring-policy-notice.pdf&amp;data=05%7C02%7CMorgan.A.Barnes%40ks.gov%7Ce5aa78c004a8418cec3008dda9fbee42%7Cdcae8101c92d480cbc43c6761ccccc5a%7C0%7C0%7C638853621672988844%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=tc8Ut8%2FiQZgmWt5k8fTilSsL9m1Z2914e4tHZrszoKg%3D&amp;reserved=0\" target=\"_blank\" rel=\"noreferrer noopener\">Policy Notice<\/a>\u00a0modifying elements of the BEAD program. On September 4, 2025, KOBD submitted our Final Proposal adhering to the Policy Notice.  December 5, the KOBD Final Proposal was approved. Registration reopened on July 1, 2025, and ran concurrent with the application period. <\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Kansas Office of Broadband Development\u2019s<a href=\"https:\/\/www.kansascommerce.gov\/bead-benefit-of-the-bargain\/\"> Draft Final Proposal<\/a> was open for public comment until Noon CST on September 1, 2025. All comments expressing concern collected during the public comment period are subject to public disclosure. Please note,&nbsp;<em>this does NOT&nbsp;<\/em>suggest your registration has been accepted as being satisfactory. All applicants must have a successful registration to allow for their submitted technical application to be reviewed by KOBD. Unsuccessful registrations will result in it being returned for curing and technical applications submitted by the applicant cannot be reviewed until all registration curing has been satisfied.<\/p>\n\n\n\n<h6 class=\"wp-block-heading\">Salesforce Portal Multiple Users<\/h6>\n\n\n\n<p>Our Salesforce portal is limited to one unique user working within the Salesforce application. However, our Salesforce team has suggested the following workaround to allow multiple people to collaborate.<\/p>\n\n\n\n<p>To collaborate on your BEAD registration and\/or technical application simultaneously, you must be willing to share your login credentials for Salesforce with other people. Once you\u2019ve shared your login information with one or more people, all of you may begin working on&nbsp;<strong>separate sections<\/strong>&nbsp;of the same application.<\/p>\n\n\n\n<p><strong>PLEASE NOTE:&nbsp;<\/strong>This workaround&nbsp;<strong>will not work<\/strong>&nbsp;if two or more people are attempting to work in the same section of the application. The solution only works if each contributor is working in&nbsp;<em>different sections<\/em>. Each person working on their specific section must save their progress to ensure that Salesforce registers the entries into the portal. This data does not reflect all areas with enforceable commitments. This work will be done via a process called deduplication. KOBD is awaiting the tool from NTIA to complete this.<\/li>\n\n\n\n<li><strong>What is the update to the RDOF awards for challenge purposes?<\/strong> Any area that received federal or state monies and will meet the 100\/20 speeds for qualified broadband service under BEAD are not eligible for BEAD money. Thus, already awarded areas will be removed in the BEAD deduplication process. The deduplication process is where broadband serviceable locations are identified and removed, thereby making them ineligible for funding under BEAD.<\/li>\n\n\n\n<li><strong>Will there be a chance for the Kansas Office of Broadband Development to advocate federally?<\/strong> Yes. There will continue to be periodic opportunities for eligible entities such as state governments to provide public comment to the FCC and NTIA.
