EMMBI is administered by the National Telecommunications and Information Administration (NTIA) and is focused on the construction, improvement, or acquisition of middle mile broadband infrastructure. An open-access, middle mile network is important to Governor Kelly\u2019s goal to bring high-speed, affordable broadband to every Kansas home and business as it allows for multiple providers to enter new markets in underserved areas.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/www.kansascommerce.gov\/2023\/06\/governor-kelly-announces-kansas-wins-nearly-43m-to-build-key-infrastructure-for-high-speed-internet\/\" target=\"_blank\" rel=\"noreferrer noopener\">State of Kansas Press Release<\/a><\/div>\n\n\n\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/www.kansascommerce.gov\/2025\/06\/governor-kelly-announces-groundbreaking-of-43m-freestate-middle-mile-network-broadband-initiative\/\">Groundbreaking Press Release<\/a><\/div>\n<\/div>\n\n\n\n<div style=\"height:54px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<blockquote class=\"wp-block-quote is-style-plain is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cThis award signals Kansas\u2019 leadership in our efforts to bring affordable broadband to all and our strength in forging statewide partnerships to bridge the digital divide. The purpose of the project is to connect to multiple new internet points throughout the State and offer dark fiber for last-mile service providers that have the capabilities to light the fiber and need the scalability associated with dark fiber access. The proposed route will provide lit service access to support smaller ISPs as well as other providers with smaller project scopes that prefer lit services to deploying their own fiber or electronics. These locations may house optical equipment to support the lit services of the Freestate Network.&nbsp; They are provided for planning purposes.&nbsp; Since the Freestate Network does not own these locations or assets, any tenant wishing to utilize these locations for re-gen of dark fiber or fiber in duct, will be responsible for negotiating their own space and power at these locations.<\/li>\n\n\n\n<li>Point of Presence or ILA (KDOT owned) \u2013 These are newly designed ILA locations specifically for the Freestate Network fiber.&nbsp; While the size and capabilities of these locations is currently under review based on provider feedback, the NTIA approved scope was for roadside cabinets which would support the lit transport needs of the Freestate Network only.&nbsp; As more information becomes available on the final size and design of these locations, more information will be provided.&nbsp;<\/li>\n\n\n\n<li>&nbsp;New Cable &amp; Duct Path NTIA funded \u2013 This portion of the path is funded by the NTIA EMMBI grant and will be a full infrastructure build with 7-way innerduct.&nbsp; This portion of the build supports the fullest complement of Freestate services, including duct lease, dark fiber and lit transport services.<\/li>\n\n\n\n<li>New Blown Fiber Path NTIA funded \u2013 This portion of the path is funded by the NTIA EMMBI grant and will be (minimum) 96 count fiber blown through existing KDOT duct.&nbsp; This route will only support dark fiber and lit transport services for Freestate Network tenants.&nbsp; There is no open innerduct available for lease on this path.<\/li>\n\n\n\n<li>Existing (Un-funded) Cable path \u2013 This fiber path represents fiber already installed in the ground and is not part of the NTIA (EMMBI) funded project.&nbsp; This fiber is owned by Ideatek and has been committed to the project to connect the Freestate Network together to Western Kansas.&nbsp; 12 fibers (6 pairs) will be made available on the same open-access basis for Freestate tenants to utilize for dark and lit services.&nbsp; There is no open innerduct available for lease on this path.<\/li>\n\n\n\n<li>Existing vault\/handhole location \u2013 This represents an interconnect location for gaining access to the existing infrastructure.<\/li>\n\n\n\n<li>New vault\/handhole location \u2013 This represents an interconnect location for gaining access to the new NTIA (EMMBI) funded fiber path.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><strong>Freestate-amplification-heat-map.kmz<\/strong><\/p>\n\n\n\n<p>Following feedback from the Industry Roundtable on July 25<sup>th, <\/sup>2024, in the interest of security and privacy, we are not providing street level information (or ownership information) of privately owned co-location facilities not owned by the Freestate network.&nbsp; However, we understand that it may be helpful to gain a high-level understanding of where lit services will be regenerated, and Freestate equipment may be located so that other providers wishing to utilize dark fiber or duct may seek to obtain similar rack space or colocation services.&nbsp; How does Ideatek ensure the security of its middle mile network against cyber-attacks, data breaches, and unauthorized access?<\/strong><br>A. Policies for the Freestate Middle Mile Network regarding dark\/lit services have not been finalized. Policies for physical security access and shared access of vaults and ILA sites are under discussion by KDOT\u2019s design team. The current thought as policies are in development is that the lessee will negotiate directly with Ideatek regarding cyber-security or other concerns.<\/p>\n\n\n\n<p><strong>Q. Network access: The examples of who can use the network and who may be denied raise questions about the criteria for access and the potential for discrimination or exclusion. Suggestion: Clearly define the eligibility criteria for network access and ensure that it aligns with legal and ethical standards to prevent discrimination.<\/strong><br>A. As iterated by the Federal Middle Mile Program Manager in attendance, this will be an open access, non-discriminatory network.&nbsp; The Freestate Network Team is committed to providing these resources to last-mile providers in Kansas on an open access, non-discriminatory basis for the purpose of helping to drive down the cost of last-mile connectivity. Final access and interconnection policies will be public when finalized.<\/p>\n\n\n\n<p><strong>Q. Slide 20 &#8211; Pricing: Suggestion: Provide estimated pricing ranges or timelines for finalizing pricing to give a better understanding of the financial implications and expectations.<br><\/strong>A. Based on the responses to the RFI, a committee of State leaders selected a proposal submitted by IdeaTek and Connected Nation to design, build, operate, and maintain KNET while maximizing its potential to serve the public policy goals set out by Congress for the Enabling Middle-Mile Broadband Infrastructure Program.<\/p>\n\n\n\n<p><strong>KDOT<\/strong> shares KOBD\u2019s mission to catalyze new last-mile deployment throughout the State, particularly in unserved and underserved areas.
