Guiding Broadband Principles

It is the goal of the State of Kansas to:


  • Broadband constitutes critical infrastructure for the prosperity of all Kansans, especially in rural and non-competitive areas;
  • Broadband is increasingly vital for the conduct of commerce, economic growth of our communities and global competitiveness;
  • Broadband enables the delivery of advanced education, healthcare applications, and other essential services including first responders, which are necessary for a prosperous economy and quality of life

Kansas will strive to:

  • Promote access to and utilization of the highest quality broadband networks for all Kansans in order to effectively compete in the digital economy and improve the quality of life
  • Accelerate statewide deployment of high capacity/quality symmetrical broadband infrastructure capable of meeting current business and community needs, and scalable to meet future demands
  • Maximize economic benefits of advanced broadband network availability by promoting digital literacy and workforce development
  • Ensure access to comparable quality, affordable advanced broadband networks to level the playing field for rural and disadvantaged communities and stimulate job creation
  • Advocate for adoption of streamlined public policies that remove barriers to and support broadband infrastructure deployment at the state and local level
  • Develop broadband investment and deployment strategies to ensure statewide advanced broadband network availability
  • Promote local community technology and economic development planning for business retention and recruitment efforts
  • Work with federal partners and programs and ensure Kansas is competitive to receive its fair share of resources available to benefit Kansas communities
  • Promote digital equity, ensuring all individuals and communities have the information technology capacity needed for full participation in our economy and way of life. Digital Equity is necessary for civic and cultural participation, employment, lifelong learning, and access to essential services.
  • State shall provide technical assistance, education and awareness outreach for local communities seeking to leverage advanced broadband network access and their economic development planning
