Director of Broadband Development

Bill Abston serves as the Director of Kansas Office of Broadband Development. He will oversee the state’s broadband initiatives that are expanding high-speed internet access across Kansas. Abston has more than three decades experience working on large-scale infrastructure projects, including fiber optic network development and utility construction. 

Abston has proven expertise driving revenue growth, delivering projects on time and within budget, and leading cross-functional teams. He is adept at fostering public-private partnerships, optimizing processes, and aligning organizational objectives with project outcomes. 

Abston has served as Principal at BBS Consulting, LLC in Tennessee; CEO of Hoosier Networks in Indiana, and President of OPALO, SAS in the Dominican Republic. He is a graduate of Northeast State Community College in Tennessee with an AAS degree in Design Drafting.

Chief Innovation & Strategy Officer

Redman is a Certified Economic Developer and innovation ecosystem builder with a proven track record in fostering innovation ecosystems, driving transformative economic development, and cultivating collaborative partnerships. He has a master’s degree in Economic Development and Innovation, along with an Honours Bachelor of Arts degree in Economics and Political Science.

カンザス州立大学で食品科学と工業を専攻し、経営学を副専攻して農学の理学士号を取得。また、Centre International de Formation Européenneで上級ヨーロッパ・国際研究の修士号を取得。商務省勤務以前は、カンザス州農務省でアグリビジネス開発コーディネーターを務めた。

Director of the International Division

Joshua Jefferson serves as the Deputy Secretary of Business Development for the Kansas Department of Commerce, where he oversees business attraction, retention, expansion, and strategic economic initiatives across the state. Jefferson leads a high-performing division focused on driving private sector capital investment, job creation, and fostering a business-friendly environment. His leadership spans diverse sectors, including aviation, advanced manufacturing, technology, and logistics and distribution, positioning Kansas as a hub for innovation and growth.

With over 17 years of experience in economic development, commercial real estate, aviation management, and workforce development, Jefferson has established himself as a transformative leader. Notably, he played a pivotal role in attracting major aerospace projects to the Greater Phoenix Metro area, including Gulfstream Aerospace’s West Coast Service Center and Virgin Galactic’s Delta Class Spacecraft manufacturing facility in Mesa, Arizona. These projects significantly contributed to the region’s economic vitality and reinforced its status as an aerospace industry leader.

Jefferson’s expertise in workforce development, site selection, and strategic planning has made him a trusted advisor to businesses, government leaders, and community organizations. He holds a bachelor’s degree in Urban Real Estate Planning from Arizona State University and has been recognized for his contributions to economic development through numerous awards and accolades. His dedication to cultivating long-term economic prosperity continues to make a lasting impact on Kansas and beyond.

Matthew Godinez serves as the Assistant Secretary of Quality Places for the Kansas Department of Commerce. He is responsible for providing oversight, management and direction to sub-divisions that include Kansas Main Street, Community Development Block Grants, The Office of Rural Prosperity, The Office of Broadband Development, and Quality Places Specialists. His work entails setting the strategy for the Quality Places Division (QPD), driving internal administrative improvements related to agency operations and ensuring Quality Places programs are aligned with the Kansas Framework for Growth. 

Matt previously served as the Executive Director of the Chanute Regional Development Authority and the Southeast Kansas Regional Planning Commission. Matt has been named one of the Top 50 Economic Developers in North America, Top 40 under 40 in Economic Development and Leadership Kansas Class of 2019. In 2022, Matt received his Master Economic Development Practitioner designation from the University of Southern Mississippi, and in 2024, Matt graduated from the Certified Public Management program and the Advanced Economic Development Leadership program.  

Special Assistant

Kelsey Haile currently serves as Special Assistant, providing strategic support for the Lieutenant Governor and Secretary of Commerce.

Prior, Kelsey served as the Operations and Logistics Coordinator for two years within the Department of Commerce before being promoted. She holds a master’s degree in Public Administration with a certificate in Economic Development from Wichita State University.

パトリック・ローリーは2022年6月に商務省のチームに加わった。彼は、カンザス州への新規ビジネスの誘致と既存ビジネスの維持を目的に、カンザス州が提供する最高のもののプロモーションを支援する。

長年にわたり新聞の編集・発行に携わってきたローリーは、カンザス・ヘルス・インスティテュートとカンザス・コミュニティ・ケア・ネットワークでマーケティング／コミュニケーション活動を指揮した経験もある。インディアナ大学でジャーナリズムと政治学の学士号を、ベネディクティン・カレッジでエグゼクティブMBAを取得。

Deputy Chief of Staff

Ryan Wills is Deputy Chief of Staff at the Kansas Department of Commerce. Wills previously served as Special Assistant to Lieutenant Governor and Secretary of Commerce, Manager of Constituent Services and Hospitality Industry Liaison. He was also a project coordinator on the Back to Business Team where he helped with the administration of Small Business Working Capital Grants. Previous to Commerce, Wills held various management roles within the hospitality, restaurant and music industries.

Director of the Office of Rural Prosperity

トリシャは2021年に農村繁栄局局長として商務省に入社。トリシャは以前、10年以上にわたり市や郡レベルで農村経済開発者の指導的役割を担ってきた。

観光局長

カンザス州商務省カンザス州観光局局長として、カンザス州への旅行およびカンザス州全域への旅行を促進することを使命とする観光専門家の献身的なスタッフを率いる。カンザス州観光局長として、カンザス州の観光客向けマーケティング、「KANSAS！誌の発行、カンザス・アグリツーリズム・プログラム、カンザス・バイウェイ・プログラムなどを監督している。

サンディ・ブラウンは2004年、人事プロフェッショナルとして商務省に入省。

カンザス州商務省入社以前は、カンザス州人事局で人事プロフェッショナルとして勤務。それ以前は、エンポリアでJTPAケースマネージャーを務める。ウィチタ州立大学でビジネスを学ぶ。

シェリー・レントフロ氏は2014年6月に財政アナリストとしてコマースに入社し、2018年2月に最高財政責任者に就任した。

コマース入社以前は、カンザス州の電気通信業界を支援する非営利団体の会計と財務を10年以上管理していた。ウォッシュバーン大学でファイナンスのBBAを、ベーカー大学でMBAを取得。

コミュニティ・エンゲージメント部長

デービッド・トーランド副知事／商務長官 エグゼクティブ・アシスタント

レイサは2019年からコマースに勤務しており、トーランド副知事／コマース長官のスケジュール管理および管理機能を監督している。コマース入社以前は、ブルークロス・ブルーシールド・オブ・カンザスやストーモント・ベイル・リージョナル・ヘルスセンターなど、トピーカの著名な雇用主でさまざまな管理業務を担当。また、団体管理／ロビーイング会社で数年間、またコマース入社直前にはトピカ・メトロで幹部レベルの管理業務経験もある。リーサはウォッシュバーン大学で経営学を学び、生涯カンザス州民であることを誇りに思っている。

副知事／商務長官

デヴィッド・トランドは52歳^nd カンザス州副知事兼カンザス州商務省長官。カンザス州民7世であるトーランドは、2019年1月にローラ・ケリー知事によって商務長官に任命され、2021年1月には副知事に任命された。

トーランド商務長官は、ケリー州知事の州経済変革への取り組みを指揮し、カンザス商務省の全面的な改革を指揮した。カンザス州商務省では、州内、国内、海外の企業誘致チームの再構築、州ブロードバンド開発局の立ち上げ、カンザス・メインストリート・プログラムの再確立、州登録徒弟制度の活性化、「成長のためのカンザス・フレームワーク」戦略計画の立案と実施、カンザス州に全米で最も積極的な経済開発インセンティブを与える「APEXメガプロジェクト法案」の可決などを指揮した。また、ケリー知事によるカンザス州史上最大規模の民間投資、パナソニックエナジーのデ・ソトにおける$4億円の電気自動車用バッテリー工場の誘致を成功に導いた。

このような努力の結果、カンザス州の経済成長は過去最高を連発し、2021年には一人当たりの民間部門投資額が全米で最多となった。

ワシントンD.C.と地元カンザス州アレン郡の両方で地方レベルの仕事に携わり、都市と農村の経済開発に豊富な経験を持つ。カンザス大学で学士号と修士号を取得。

商務次官補

マイク・ビーン氏は、カンザス州商務省の次官補として、ワークフォースサービス、人事、ビルサービス、ワークフォースAIDを統括している。2007年1月、カンザス州南東部（労働力サービス部門）の地域ディレクターとして同省に着任。彼の職務には、州内にある23のワークフォースセンターに加え、すべての連邦ワークフォースプログラムと助成金の監督も含まれる。

カンザス州立大学で教育学修士号を取得。商務省勤務以前は、カンザス州の中等・高等教育機関で教育者および管理者を務めた。
