Industrial Renovation for Opportunity & New Economic Development (IRONED)

The IRONED pilot grant was created to preserve and bring new economic activity to underutilized, vacant, or dilapidated industrial and manufacturing buildings in rural communities, stimulating local economies and supporting business growth. This grant is meant to be gap financing for projects that need one last piece of their funding stack to get the project across the finish line. 
 

The IRONED pilot grant is funded by Job Creation Fund (JCF) dollars. The program is administered by the Kansas Office of Rural Prosperity in the Department of Commerce.

Eligible Uses

Renovation of industrial or manufacturing facilities for projects that are ready for implementation and need gap financing. Renovation must be completed within 12 months of award and the tenant operating in the space must be in place within 18 months.

Proceso de solicitud

The application is located within Submittable which will require the applicant to create an account. Once an account is created, they can begin filling out the application. An application can be shared with multiple Submittable accounts. This means that one person can start the application and then can add contributors to help complete the required sections of the application.

What if the building we want to apply for isn’t within city limits? It doesn’t have to be! The nearest town just needs to have a population of 50,000 or fewer. 

¿Quién puede solicitar esta subvención? Building owners can apply directly, but they must have a support organization committed to partnering with them throughout the grant period. A commitment letter signed by both parties is required with the application. A template letter is available on the program webpage. 

Who signs the fiscal forms, like the Office of Procurement and Contracts Form and the Sexual Harassment Policy Form? The entity that will be directly receiving the grant funds from Commerce. 

Definiciones clave

Grant Agreement: Also known as the contractual document that Building Owners and the Support Organization sign with the Department of Commerce at the beginning of their grant period. This document is sent via DocuSign from KDC Legal. 

Quarterly Reports: Narrative of progress, including important dates that correspond with their submitted timeline, photos to show progress, receipts, roadblocks the grantee has faced, and any amendment requests (see amendment definition).  

Grant Closeout Form: A form to be filled out by the Grantee once the project has been verified as complete by KDC through a final site visit and all reporting has been completed.  

Amendment: Form to be completed if the scope of work needs to be changed, a change in budget that is more than 10% of the overall budget, and/or timeline changes. 

Project Readiness: Permits are acquired and any environmental reviews are complete. Projects would have contractors identified and set for construction completion if awarded. The end-user business is already identified. 

Default: Project is not completed or no tenant moved into the space within the required grant timeline. 

Signee: The official person who has signing authority to bind the grantee to the contract issued by the Kansas Department of Commerce
