This position audits and approves daily financial transactions, ensures compliance with state and federal regulations, and supports budget, procurement, and grant activities. Responsibilities include preparing financial reports, managing year-end obligations in SMART, and assisting with audits and special fiscal projects. The ideal candidate is highly detail-oriented, takes initiative, communicates effectively, and is proficient in Microsoft Excel, Word, Access, and PowerPoint.

Responsibilities:

  • Audits and approves all agency receivables and payables on a daily basis. 
  • Ensures compliance to state regulations, contracts and payment terms. 
  • Prepares weekly agency pending inter-fund and P-card transaction report for Fiscal unit review.
  • Assists the Procurement Officer with entering required requisitions and purchase orders for contract, lease, and grant encumbrances. 
  • Works with other fiscal and agency staff to determine fiscal year end obligations and enters necessary encumbrance documents in SMART to ensure fiscal obligations are covered.
  • Compiles and prepares monthly and quarterly state and federal financial reports. Reviews with financial officer. 
  • Prepares financial and budget information for grant awards. 
  • Coordinates the gathering of data for the preparation of special reports or activities, such as fiscal year end closing, annual encumbrance review, indirect cost rate proposal and federal and state audits 
  • Primarily through reading and self-study, develops and maintains knowledge of federal and state fiscal policies and procedures to provide interpretation and monitors compliance of agency financial transactions.

Seeking a Procurement Officer to oversee purchasing activities, contract management, and vendor negotiations. This role involves managing requisitions, purchase orders, and encumbrances in SMART, ensuring compliance with state regulations and procurement policies. The Procurement Officer will provide guidance to staff, maintain inventory records, and ensure accurate asset tracking. Attention to detail, initiative, strong analytical skills, and effective communication are key to success in this position.

Responsibilities:

  • Serves as Procurement Officer for the agency, which includes field office locations.
  • Serves as primary contact for procurement issues and serves as the head of any procurement negotiation committee within the agency.
  • Obtaining bids, assisting in the bid process and evaluation of bids for good and services received.
  • Reviews requests for purchases to determine whether to approve for submission to the Office of Contracts and Purchases for competitive bids, takes competitive bids for an agency authorized purchase, to purchase from a state contract or to purchase under the agency’s delegated authority.
  • Assists agency divisions with answering questions concerning contracts, leases, and assists in the preparation of encumbrance documents.
  • Enters necessary contracts and leases into SMART.
  • Serves as the main contact between Commerce Fiscal and Office of Contracts and Purchases on all contract agreements.
  • Handles purchases made on issued BPC with respect to appropriate purchases, pre-auditing, coding, and reconciling in SMART.
  • Works with Building Services and IT staff to ensure proper coding on purchases; assists in recording and tracking of agency inventory. 
  • Enters appropriate assets in the Asset Management module in SMART and periodically reviews assets listed.

Pay Range: $32.00 to $34.00 hourly

The Senior International Business Representative is responsible for developing, organizing, and executing marketing strategies to attract international investment, with a primary focus on regions such as Western Europe, Asia, and Canada, and a secondary emphasis on markets like Australia and South America. This position is responsible for overseas contract staff working on international investment recruitment projects and plays a direct role in investment missions, engaging with potential investors. The Senior International Business Representative also manages a portfolio of prospective clients and ensures the prospect-tracking database is maintained and up to date.

Additionally, the role involves managing high-level trade and investment missions, including Governor-led, Secretary of Commerce, and Team Kansas missions, as well as staff-only missions. A key aspect of the position is fostering strong relationships with community groups to effectively communicate the agency’s mission and objectives.

Responsibilities:

  • Works to develop, organize and implement marketing policies and strategies designed to attract new international investment from the primary market areas of Western Europe, Asia, and Canada and second regions such as Australia and South America.
  • Supervises overseas contract staff working on international investment recruitment projects and participates in investment missions where direct contact is made with prospective investors
  • Leads investment recruitment by servicing a portfolio of potential investment clients and managing a prospect-tracking database.
  • Evaluates investment recruitment programs and performance in relation to the goals and objectives of the division and the agency.
