Governor Laura Kelly announced Integra Technologies of Wichita will invest $1.8 billion and create almost 2,000 jobs building a large-scale facility that will expand its outsourced semiconductor assembly and test (OSAT) operations. The State of Kansas approved Integra’s Attracting Powerful Economic Expansion (APEX) incentive application contingent on the company receiving federal CHIPS funding.

The 2nd largest economic development project in Kansas history will result in:

  • $1.8 billion planned capital investment
  • 1,994 planned new jobs with Integra
  • 3,161 additional jobs expected to be created by suppliers and community businesses
  • The construction of a new 1,000,000 sq ft facility.
  • A minimum 15-year commitment to remain in the state.
  • Each $1 of Kansas APEX incentives will generate $218.53 in estimated private investment.

The Project

Integra Technologies Inc. plans to expand the capabilities of the largest U.S. Outsourced Semiconductor Assembly and Test (OSAT) company in Kansas.

The proposed project represents a:

  • $1.8 billion planned capital investment
  • 1,994 planned new jobs.
  • 3,161 additional jobs could be created by suppliers and community businesses.**
  • 1,000,000 sq ft facility in Wichita

**As cited in an independent economic impact study conducted by Director Jeremy Hill, Wichita State University Center of Economic Development and Business Research.

Economic Impact

  • This is the 2nd largest economic development project in the 161-year history of the State of Kansas
  • The 1,994 new jobs will have wages averaging $51,000.
  • Including the additional 3,161 supplier, construction labor, and other service jobs, the total annual increased labor income will be over $237 million.
  • Each $1 of Kansas APEX incentives for Integra will generate $218.53 of private investment.

APEX Incentives

All state incentives to Integra Technologies Inc. are provided on a reimbursement basis AFTER the company has made investments and hired workers.
The breakdown of incentives, which are paid only after performance metrics are met:

  • APEX Capital Investment Tax Credit (10% over 10 years) – $180,395,012
  • APEX Partial Payroll Reimbursement (8.5% over 10 years) – $65,365,721
  • APEX Training Reimbursement ($5M for 5 years) – $25,000,000
  • APEX Residency/Relocation ($1M for 10 years) – $10,000,000
  • Sales Tax Exemption Certificate for construction materials and equipment (over 5 years) – $23,395,648
  • Total incentives – $304,156,381
