WorKS: Kansas Public Broadcasting Content Grant

This program aims to increase awareness of workforce development tools, strengthen digital literacy, and celebrate the potential of innovation across Kansas’ rural regions.

The WorKS funding was created by the legislature in 2025 in the State budget bill SB 125.  The goal of this program is to provide public broadcasting stations funding to produce original, educational content highlighting rural workforce opportunities, remote work readiness, and emerging technologies that can transform how Kansans live and work in rural communities.

  • Minimum Award Amount: $10,000
  • Max Award Amount: $100,000
  • Match Amount: In-Kind allowed.  Match encouraged, but not required

  • Notification to the public: January 28th
  • Application open dates: January 29th
  • Applicant Deadline: March 10th at 5pm

FAQs

Q: How much content is required to be created under this grant program?

A: Projects that create a series, documentary, repeated program dates over the 12 month grant term, or programming that can evolve and grow to meet the goals of the program are encouraged and will score higher in the review process.

Q: Who can help me apply for WorKS: Public Broadcasting Content Grant?

A: The Office of Rural Prosperity will hold weekly office hours to support Public Broadcasting stations interested in applying for this grant.  Office hours will be held weekly on Thursday at 11am. Questions and additional support is available during business hours by the Office of Rural Prosperity upon request at [email protected] or [email protected]

Q: Do we need to have a specific content proposal ready for this application?

A: No, a general plan for content and how this content will be provided to the public, is required.  Detailed content plans are encouraged, and will aid in scoring, but are not required.  

Q: What are the reporting requirements?

A: Grantees must submit receipts, quarterly reports, and a final closeout report.

Q: Can we apply for multiple project themes in one application?

A: Yes. One application can include content covering any or all of the four required themes. 

Q: Is there other information that is required as well as the educational content covering one or more of the themes outlined in the Grant Guidelines? 

A: Yes, in addition to the programming or content, there should also be accompanying digital content that can be shared online, such as a podcast, online article series, or social media shorts. There must also be a public engagement plan shared with the Office of Rural Prosperity before the completed content is release to the public. 

Tips for Success

Plan for Community Engagement: Include screenings, listening events, or public activities that bring residents into the conversation.

Feature Kansans, communities, and voices that reflect the lived experience of rural residents.

Demonstrate Multi-Platform Reach: Describe how your content will be shared beyond the initial broadcast, including streaming, online, and digital formats.

Connect Viewers to Workforce Solutions: Include clear examples, tools, or resources that help Kansans take action on workforce or career opportunities.

Be Specific About Rural Impact: Identify which communities or regions will benefit and how the project serves rural audiences.

Key Definitions

Public Broadcasting Station: Licensed local or regional non-commercial radio or television station that holds a license from the FCC that allows the station to operate under noncommercial educational (NCE) licenses from the Federal Communications Commission (FCC) that support the community or surrounding region. 

Project contact: The main person that would be able to answer questions regarding the status of the project and who the internal team would call if there were questions or issues with the project.

Grant agreement: Also known as the contractual document that Grantees and Building Owners sign with the Department of Commerce at the beginning of their grant period. This document is sent via Legal through DocuSign.

Signee: The official person that has the authority to bind the grantee to the contract issued by the Department of Commerce.

Quarterly report: Narrative of progress including important dates that correspond with their submitted timeline, photos to show progress, roadblocks grantee has faced or are dealing with, and any amendment requests the grantee may have (see amendment definition). 

Closeout form: A form to be filled out by the Grantee once the project has been verified as complete by KDC through a final site visit and all reporting completed.
