Community Improvement District
The Community Improvement District (CID) Act was enacted in 2009 to finance public or private facilities, improvements or services within a designated area through revenue generated from a sales tax and/or property assessment initiated by the owners within the district. A CID Project provides public benefits, such as strengthening economic development and employment opportunities; enhancing tourism; upgrading older real estate through redevelopment or rehabilitation; or promoting sustainability. The CID funding mechanism can be used to finance a variety of locally approved development-related activities, including property acquisition, infrastructure development, parking and building construction within the district, and can also extend to certain infrastructure improvements outside the designated district, if those improvements are contiguous to the district and are deemed necessary to implement the development plan. A CID can derive revenues through special assessments, a district-only sales tax, or other funds as appropriated by the city or county. (Authorized by K.S.A. 12-6a26 et seq.)
The program is generally used to support downtown, redevelopment, attraction or retention, bring targeted businesses and has an overall goal to diversify and expand the economic base.
This page also includes Community Investment Districts and Commercial Investment Districts.
These are local programs so if you have further questions or need additional information, please reach out to the specific community.
