A Transportation Development District (TDD) is a special taxing district that uses an additional sales tax or property tax special assessment to fund transportation projects, such as roads, parking and public transit, within a designated area. TDDs are authorized by state law (K.S.A. 12-17, 140 et seq.) in 2003 and require a petition from landowners, with the specific details of the TDD, including its boundary, the types of projects funded, and the tax rates, determined by the city and county governing body. Overall, this tool can generate revenue to pay the costs of transportation infrastructure improvements in and around new development.
The program does require 100% of the landowners within the proposed district to sign the petition.
