RHID is a program designed to aid developers in building houses within communities by assisting in the financing of public infrastructure improvements. RHID captures the incremental increase in real property taxes created by a housing development project for up to 25 years. The revenue can be used for reimbursement for incurred costs or to pay debt service on bonds. This program began in 1998 with a focus on rural areas that lack sufficient housing options. In 2023, the program was expanded to include housing projects in designated cities with a population of 60,000 or more. This legislative change also updated the list of costs that could be paid for by proceeds of special obligation bonds.
To qualify for the program, a housing study must determine the need for the project. A but-for determination must be made, or a feasibility study (housing needs analysis) conducted.
