The largest economic development project in Kansas history was announced by Panasonic Energy when it unveiled plans in 2022 to build a $4 billion electric vehicle battery manufacturing plant in De Soto. State incentives from the newly enacted APEX program lured the company -- and its 4,000 new jobs -- to the Sunflower State.
