Congress passed the Housing and Community Development Act of 1974, which created the CDBG Program. CDBG merged seven categorial programs into a block of flexible community development funds distributed each year by a formula that considers population and measures of distress including poverty, age of housing, housing overcrowding, and growth lag. The Kansas Department of Commerce administers the HUD allocation to Kansas for its CDBG Program since the Acts inception. This funding supports projects that help low- to moderate-income neighborhoods thrive. Projects range from sidewalks to community centers, youth job training programs, and much more.
