The Kansas Neighborhood Revitalization Act was enacted in 1994 to provide communities with a long-term increase and stabilization in their property tax base by encouraging the rehabilitation or new construction which may not otherwise have occurred. The program specifically provides incentives for housing improvements through property tax rebates for up to 10 years. Some goals of the program include helping to stabilize property value, strengthening fiscal capacity of local governments and encouraging residential, commercial and industrial development and economic growth within the communities.
