This program is funded through the American Rescue Plan Act adopted by Congress in 2021. These grants were authorized under the 2022 House Sub. of Sub. of Senate Bill No. 267 and the 2022 House Bill 2510, Section 10. This was a competitive program that awarded to private higher education institutions to fund economic development.
